You are now somebody else. That new alter ego naturally don't have
immediate access to the institution settings until it is linked to the
same institution.

Your colleague's mail already has the answer to your question at the
very beginning of his mail:

"I believe the process for regaining access to eduroam CAT is for you to
contact the eduroam UK support team (mail to 
service AT ja.net)
 and then
will provide you with a new invite to the eduroam CAT page for your
institution."

That is indeed the thing to do now.
