I haven't heard anything like that, ever. We serve a good number of
10.12 installers daily, one international eduroam CAT instance in total
43813 since the launch of 10.12.

Unfortunately, I know pretty much nothing about your specific installer
because that one is not generated by the international instance:
installers for German universities are generated by the DFN instance on
cat.eduroam.de.

Maybe they do something differently? Or maybe your Mac is just really
very special for some reason? I suggest to take this up with DFN to
exclude installer generation problems on their CAT side.
