Yes, it is intentionally not possible to install an app from outside
Play Store unless you tick this "Unknown sources" box. Google is the
only known and trustworthy source of everything.

It's neither a bug nor a feature of CAT; it's Google's view of the world
turned into code. And they have the leverage to enforce that world view
on very many people.
