Absolutely! The process to make you recognised federation operator is
detailed here:

(note that for Singapore, we currently have two *names* but no
associated email addresses; and none of those names matches yours?)

It's not a problem: besides eduGAIN, we also have authentication sources
such as Google and LinkedIn with which you (and your institution admins)
can also authenticate.
