I run my school's CAT page, the tools donwloads to the end , then I
reach the download folder tring to  run it,

but the following message raises -in french:  'Application introuvable
pour exécuter cette action'
 'Unable to find the application to run'

The text on the download page also contains the hint:

"Before you proceed with installation on Android systems, please make
sure that you have installed the eduroamCAT application. This
application is available from Google Play, Amazon Appstore and as local
download, and will use the configuration file downloaded from CAT to
create all necessary settings."

Did you actually do that?
