from the Play Store description in Spanish:

aplicación necesita que se configure una pantalla de bloqueo si no
hubiera una ya activa."

There is no way out - proper eduroam configuration triggers the PIN lock
requirement on Android.

Yes, that's inconvenient (and nonsense security-wise). But there is
nothing we can do to make it better. You can

a) complain with Android developers
b) deinstall the app and have an insecure eduroam configuration
c) live with the PIN lock.

These options are not exclusive. My suggestion is a+c :-)
