not virus warnings - these are 'reputation' warnings....unknown file, hardly any symantec users have seen this file etc - must be some settings you have on locally in the enterprise settings/deployment?  means you cant install new software if its not known for many days and seen by many other people.

CAT isnt throwing an error, your EPP is (not an error either, just a warning.  'i dont know this file, so are you sure you want to run it?' - like a safety catch  (if it was a virus they could turn around and say, well, we did warn you but you opened it anyway)
