Institutions out there, please reply to this mail :-)

Quite seriously: the eduroam operators generally have little direct
contacts with students/researchers. Here on cat-users, we talk to actual
university admins which is closer. Still, the people on this list are
typically IT department personnel and whether or not there are good
contacts with actual students is open.
