On first glance, I see that you have a bit unusual "Terms of Use". In
the Android configss for example, they render as

<TermsOfUse>&#255;&#254;G</TermsOfUse>

That looks like very few characters, in an encoding that requires good
internationalisation support.

The Windows installers are not capable of UTF-8 yet, and I suspect we
would need UTF-8 for this to be embeddable in the Windows installers.

But I believe the question is - what's that text, and do you consciously
want it to be there that way? If not, deleting this Terms of Use option
might fix the problem.
