We don't know if your university changed their certificates. If they
did, they probably communicated this to their users via an official
channel. Maybe you should verify your friend's information via the
helpdesk of the university.

For what it's worth: the error message in the screenshot has nothing to
do with rejected authentication or a changed certificate. The error
message says that the server did not respond - so this is an error in
the network configuration of the hotspot. There is nothing you can do in
your configuration to fix this. You can either wait (and hope that IT
staff at the hotspot or your home university fixes the problem on their
own) or complain to your university's IT helpdesk.
