I am not sure I understand exactly what your issue is. With my own iPad,
it's true that while being connected to a network, no scans for other
networks are performed (but strangely enough one does see the "spinning
wheel" as if a scan was happening).
I don't think this has to do with profiles? It's simply a reasonable
logic not to scan while connected to a working Wi-Fi network.
