Very probably, you did not set the institution name in the
"Default/Other" language.

If you have only set it to display in one specific language, the
installer will
- be listed as "0" in your federation overview (unless you browse the
list in that language, in which case you see the proper name)
- only be listed on the public download page if the user is browsing in
that language
