This means that you are not recognised as federation operator. You've
been assigned default "institution admin" rights and thus can only
manage institutions - after a fed admin invites you to.
Did you have fed admin rights before?
Looking at the DB, we don't have any federation admin for br. It looks
like you never had fed admin rights...
So, please contact eduroam OT to be sent an invitation link. The
procedure is detailed in the eduroam Wiki:
