you should have the 'connect even if the network is not broadcasting' option
set.

in the UK it is mandatory for the eduroam SSID to be broadcast - in some other
places around the world it is permitted to be hidden (causing lots of
headaches)
The reason why we have thus option set is not that the eduroam SSID would not be broadcasted (this would be against the policy).
This setting has been pointed to us by Meru Inc as useful together with their Virtual Port technology. It is not required but supposedly helping. The Virtual Port is a user-specific BSSID available on all AP-s. These virtual APs do not broadcast any SSID, as the user is passed to them in the authentication phase and then stays there "forever".
We decided that having this option as on does not really do any harm, and since can be helpful then would be in the interest of the user.
