I told you many times that the recovery iso *is not an ONIE
installer*. Don't use it with onie-install. It goes on a USB drive to
be booted from. But since the RARE ONIE installer works you can just
forget about that.

The BSP takes fairly long to initialize (Asterfusion is working on a
fix for that). Then there is a long-standing issue with the gRPC
server that causes the connection from the forwarder to fail
occasionally. This happens when you see the following in the bfswd
log:

In that case you have to restart the bffwd process. Did you try that?
I have the newest rare-nix installed on one of the boxes at CERN:

It runs the original Debian from the ONIE installer. I don't see any
problems with DHCP or serial ports (regular DHCP in the P4L, serial
connected to console server at 115200 8N1). Sorry but I really don't
have the time to go through all of your mails. Arbitrary upgrades of
Debian packages should not affect the RARE stuff since that all comes
from Nix, but it can break stuff around it. In that case, I'm afraid
you're on your own.
WRT the device not powering down, maybe you have to do that from the BMC:
Power OFF, cmd> i a
Power ON, cmd> i b
Read PSU, cmd> i c
