Thank you for the suggestions. 

packet capture <interface_name> is working and we are getting pcap files for the same.

But the issue with the above method is that nd usually happens as soon as the routers are spawned and it takes time to telnet into the routers and run the above command. So the packet capture is not able to capture the nd packets. Can you suggest a solution for this?

And regarding failed to bind socket error, we actually thought this might be the case since many a times ssh disconnects with FreeRtr simulations running. So we checked for processes related to freertr that were running so that we could kill them. But we were not able to find any FreeRtr related processes. Also, this happens even when we run the setup just after rebooting the VM. 

We also tried running pcapInt.bin before bringing the routers up. In this case, pcapInt binds successfully but the routers fail to run and on checking the error logs, it says that the ports/sockets are already in use. Is this happening due to the fact that  SO_REUSEPORT option is not set for the socket and only SO_REUSEADDR is set in this file? https://github.com/rare-freertr/freeRtr/blob/78074624304ede143d87da59dfbbe5bea286c982/src/net/freertr/ifc/ifcUdpInt.java
