so as far as i see, disable hyperthreading, disable boost and idle freqs,
needs dedicated rx tx for the high speed ports,
pin the java somewehere else,
and all the rest dedicated to the forwarder only cores
and disable nanosleep

but

without the nanosleep, my test box eats somewath 300w, with it, it's only 
150...
in throughput, i see no difference, but in the jitter.... well, uncomparable..

so what we're using here is the dpdk pmds, that is, poll-mode-driver
the cpu polls constantly if the nic pushed anything to the rx ring...
