Hi,

For those following the issue with bf-p4c and TOFINO 2 platform.

3 pff tests have be developed here:

1- RARE compiled with tna.p4 for TOFINO 1 with default bf-p4c option (dead 
code elimination enabled)

2- RARE compiled with t2na for TOFINO 2 with default bf-p4c option (dead code 
elimination enabled)

3- RARE compiled with t2na for TOFINO 2 with bf-p4c option 
--no-dead-code-elimination

TL;DR: 
bf-p4c eliminates much mode p4 code than expected when compiled on TOFINO 2 
platform which result I an erratic behaviour of the RARE code.
