hi,
so we spotted a good source of confusion, namely the tofino dataplane
initially believe
that the ports were down whereas freerouter initialized the port states to
up... so if
a port never progressed to up in tofino it falsely reported in freerouter as
up...

this is just the part 1 of the fix because it broke the whole bmv2 and xdp
dataplanes
(these were fixed already) but also broke the cpuport demux and downlink
features...
these latter will be fixed in a subsequent commit...
