Hi,

Please find the minimum set of documentation for RARE/freeRtr first release.
I structured the outline as per Alex's recommendations.

I went through all the CLI commands using switch in GP4L and I must say that 
the user experience is awesome !
Congratulation and huge kudos for this great work @Alex and @mc36 !

Do not hesitate to amend/correct mistakes, typos etc. 
I’m sure you’ll find a lot ! :) 

For now, I need to step back a little.

@Simon, thank you for you PR, I’m not sure I’ve addressed all your concerns.

If not this will be for the next commit :)
