Or the SP could also consume the eduGAIN metadata, but filter the registration authority to your federation target (i.e. from european countries). You can use pyFF for this purpose.

Probably set the SP to consume the metadata directly from the targeted federation instead from eduGAIN.  But of course you need to the SP metadata available at the eduGAIN so that the IdP could recognize the SP.
