No that is not the reason for the questions. It might be a possible outcome, 
but it might not.

Should that be the actual reason for you asking these questions here you 
could have saved us all a lot of time by just asking whether anyone currently 
running or intested in using an HSM would be interested in GEANT offering it 
as a service.
