Am I imagining it or have we lost about 400 SP’s since 2-3 months

My guess would be that those are UK SPs that opted out, e.g. SPs that
are only used within a single organisation, thus SPs that forgot to
opt-out before the "big dump".

The UK federation hasn't made any large-scale opt-outs for campus-only SPs etc. and we still have approx 1000 SPs in the eduGAIN aggregate.

I'm planning to ask a couple of the organizations that have many registered SPs to opt-out their entities where possible, and will let you know how we get on. However, I can't imagine that this will reduce the number of UK-registered SPs by more than 150. And just for context, we registered 21 SPs in January 2015 so any reduction in numbers will be replaced within a few months.
