Hi,

 CAT has two types of administrators. Type 1 are those invited by the federation admin, Type 2 are ones invited by institution admins of type 1.

Type 2 admins do not have rights to invite next level admins. In particular they should not even see the Add/remove admins button - this is a bug in CAT that I plan to fix soon.

In your institution I see that you are of type 2, while Sébastien Wohlhauser is Type 1 and he should be able to add the next admin. I hope this works - if not please let me know.

Of course you can also ash your national administrator to send an invitation for the new administrator (who would then be type 1).
