Hi,

  if you access the main admin page https://cat.eduroam.org/admin/overview_user.php

you should be able to see the "Add/remove administrators" button. If you do not then it would mean that the account that you use now has not been created by your federation admin but by some previous local admin of your institution. In this case the only option is to contact your national eduroam operator (InCommon) to send you new admin invitations.
