This would indeed indicates that you have "wired eduroam" in your place.
It uses the same authentication protocol (802.1X) as the usual wireless 
eduroam,
but is much more limited in practice. We have had this for a long time in our 
student dorms,
me being the local admin.

First, verify the situation with local support.
If you do need 802.1X , there will be no way to connect an iPhone or iPad,
even with a suitable adapter. iOS/iPadOS does not support it.
macOS, Windows and Linux do support it, but you will need detailed 
instructions
or some help to set it up. Ask you local support and fellow students what 
works best.
You university does not seem to supply a CAT profile on cat.eduroam.org 
anyway,
so you have to obtain all support locally at your university/residence.
