Hello,
thank you for this detailed report. It is very helpful that you indicated your MacOS version, as this may well be the reason for your problems.
According to a quick desktop research, MacOS 10.11seems not to support encryption with the protool TLS 1.2 - only the older TLS 1.0 is supported. Modern servers will however require at least TLS 1.2, and refuse to connect with clients that cannot do it.

Which basically speaks to the fact that built-in applications in MacOS 10.11 can not be used with modern servers. While this article is about the built-in mail app; the Wi-Fi software is equally built-in and likely has the same restrictions.
You may want to contact DSI specifically to ask them about
whether they discontinued support for TLS 1.0 encryption recently.
If this turns out to be the root cause of the problem, then I'm afraid you can't connect to eduroam with your university account on this machine any more.
