I'm not part of the CAT team, but have you checked your radsec/RADIUS
connectivity with your national NREN?
Without your "last mile" (NREN Canada <--> ithq.qc.ca) working, you will
simply be isolated, and eduroam
will be a purely local affair. The test starting at CAT.eduroam.org will also
need your NREN server as a RADIUS hop.
If there is something wrong there, it can only confirm that your servers
aren't reachable -- what it has already done.
In any case, checking with your NREN will probably be most helpfl in nailing
down your problem.
