Dear Nixon,

Soroti University is already a member of RENU (NREN in Uganda) [1]. RENU is a 
roaming operator responsible for eduroam in Uganda.

Please, contact RENU to find out how to join eduroam as an IdP. Also RENU 
will have to invitate you to access eduroam CAT - an IdP admin section [2] of 
the portal.
