I think I've read something about a change of the config URL in ChromeOS.
The CAT popup message points to:
chrome://net-internals/#chromeos

Other text. e.g. https://www.chromestory.com/2020/08/import-onc-file/ mention
chrome://network
This matches my memory of said URL change.
The message on CAT may need to be updated. It may even be necessary to
show both URLs as older ChromeBooks are around for sure.
It would be great if you could try the other URL and give us some feedback.
