Hello,

cat.eduroam.de is still running CAT 1.x source. It could have been, but was never, configured to sign installers.

DFN have announced their discontinuation of the .de instance a long time ago, in favour of the .org one.

So your best way forward is to dig out the migration instructions from DFN and move to cat.eduroam.org with your university's installer.
