the realm for Hochschule is hs-fulda.de, not fulda-hs.de.

Are you referring to

This instruction page is very detailed in that the T-Telesec RootCert is 
already
present the vast majority of today's Windows installations. In don't know 
exactly
when MS started adding it, but I have encountered very few (Windows 7) 
devices where
you still had add it. So this dialog won't appear because their is no need.

If you are using the correct realm and it is Windows 10, give your device a 
reboot,
then try again. If it still does not work, either follow the manual config 
instructions
(tedious and error-prone) or ask the HS Fulda helpdesk. It does make sense to 
include
your WiFi MAC address (or at least your username/fwdnummer) in the request.
