Hi Fernando,
From what I can see, RNP is responsible for the local eduroam services in Brazil, so I would get in touch with RNP at
atendimento AT rnp.br and explain the problem. They should be able to tell you who in your organisation has access to CAT, or can reset your access in CAT. It's possible that their records were not updated, but
the sooner you contact them, the sooner they can help and resolve the problem for you :-)

In your organisation's configuration in the eduroam CAT admin site, you will need to add a new RADIUS/EAP Profile (at the bottom of the page). You will have to name it something unique ("eduroam Profile 2019" perhaps) to be able to tell your users which profile to install. Tell your users by when they must re-download CAT and re-install the eduroam profile.
Then, when it's time for your users to switch, run *two* RADIUS servers, one with the new certificate, one with the old. That way everyone stays connected (although some will have errors), but you can see which users have changed to the new profile so that you can email those who have not switched yet as the cut-off date moves closer to urge them to update.
We had this recently with one of our universities here, and they were able to have everyone switch very quickly, and have their IT support desk deal with the 'stragglers' who didn't switch in time.
