Ah, the problem is a different one entirely.

Your URL speaks of the server cat.eduroam.DE . This service is being
phased out and based on an old codebase.

You should have migrated to the new system at cat.eduroam.ORG a long
while ago already - and that system suports newest iOS just fine.

Apparently, that has not happened yet for your institution as the new
system is still sending you to the old with a redirect.

You should get in touch with the eduroam National Roaming Operator in
Germany, DFN, and follow their migration instructions.
