As per the fine manual at
https://wiki.geant.org/display/H2eduroam/A+guide+to+eduroam+CAT+for+institution+administrators#AguidetoeduroamCATforinstitutionadministrators-Step1:Requestinganentryforyourinstitution

you have to contact your eduroam National Roaming Operator. In Sweden,
this is SUNET.
