You may first want to ask yourself if this is really what you want, and
whether a globally configured proxy setting is fit for whatever purpose
you want implemented.

Then, if you still want it, you can go to "Edit general Identity
Provider details" -> "Media Properties" and find the option "Mandatory
Content Filtering Proxy".

Note that there is a question mark providing a tooltip, and read it
carefully:

"The format of this option is: IPv4|IPv6|hostname:port . Forcing your
users through a content filter of your own is a significant invasion of
user self-determination. It also has technical issues. Please throughly
read the discussion at https://github.com/GEANT/CAT/issues/96 before
specifying a proxy with this option."

This feature is currently best described as "experimental" - and it will
only include the setting in the iOS and macOS installers at this point.
Other OSes may follow, but only only if there is demand for this
particularly dubious feature.
