You've actually found a bug hidden in plain sight. It turns out that our
external software for institution selection ("DiscoJuice" of UNINETT)
ships with almost all flags of the world, including New Zealand, but in
its code the entries for those flags need to manually activated.

The current code only activates some 20 countries, and thus displays all
the rest without flag. You were lucky with The Netherlands and Norway,
but a look at Belgium and many others would have yielded a missing flag
as well. Funny enough, nobody noticed so far in all those years.

I don't see a particular order or reason for that current selection; it
was either a shipped default in DiscoJuice or something we did in the
very early days (there was a time when we had to hand-add new countries
on request... dark times :-) ).

In any case, I fixed this with commit
https://github.com/GEANT/CAT/commit/dc6f067c13d37693b3dc049e3d102d590c9b4a48
so that all flags DiscoJuice knows about will be displayed in the
future. This change will be effective with the 2.0.1 software release
and deployment on cat.eduroam.org.

We don't currently have a confirmed release date for 2.0.1. If you feel
this issue is urgent for you, please let me know off-list.
