If he is supposed to be allowed to invite arbitrary institutions in
Brazil then he is a NRO-level operator.

You need to list him in realm.xml instead, and then notify eduroam OT
that he should get an invitation token. His presence in institution.xml
doesn't buy him anything (in this context).
