I just tried

curl -o eduroam-OS_X-UoG.mobileconfig -X POST -F "action="downloadInstaller"" -F "lang=en" -F "id=apple_sierra" -F "profile="611"" https://cat.eduroam.org/user/API.php

and this works fine.

And by the way, you should use the new API syntax and change id-apple_sierra to device-apple_sierra. "id" works as well, but is deprecated.

Have you stopped the support for using a curl script to get the files?
