Alan is right in his reference and analysis, but that doesn't help you
much. It's section 6.2.2 of the *European* eduroam service definition.

Here in Europe we have gone so far to require institutions to put up
complete instructions that allow the end user to identify the server
(but the user is of course free to ignore those instructions and it
would be silly to demand otherwise as no end user gives a darn about a
policy written somewhere).

On the global level though, the requirements for eduroam IdPs aren't as
tightly written down as in Europe. If your institutions of reference are
in the U.S. then our document is not of much help. You could contact
AnyRoam LLC as the eduroam National Roaming Operator in the U.S. Maybe
the same requirement is also in your U.S. national eduroam policy - I
wouldn't know.
