Hello,
no, it is the same page.
The screenshot of Uni of Hamburg you included shows a download button because that university chose to make CAT installers directly available on our download interface. That's why it has an Oreo button.
The HAW Hamburg one does (would...) show a "Weiter" Button because that university chose to make CAT redirect the user to an off-site HTML page instead.
I realise that the actual button for HAW Hamburg not visible on the mobile device vs. the desktop one. This is not because of us serving a different page though. It is simply because the - identical - page has to be rendered on a small screen and less "stuff" fits on one screen.
In particular, you'll note that the name of the institution "Hochschule für Angewandte Wissenschaften Hamburg" is rather long. On the mobile device, it is rendered in two lines, stealing space from below. On the larger device, it fits in one.
I imagine that the white area with the 'missing' "Weiter" button is actually a scrollable area which you could scroll down and hit that button.
I will leave it to Tomasz who did the UI design whether he wants to work on a different CSS to present all in one screen even on very small screens. But to be honest, if the name is really very long, and eats up so much space, I wonder what we can do there.
The only thing to check really is if the area is indeed scrollable so that the button can be located and pushed. If it is /not/ scrollable, that makes it a real bug because then the workflow can't be completed.

Yes, cat.eduroam.org has a different page on mobile devices. The first Screenshot shows the mobile page without the "Weiter"-Button and the second Screenshot is of the Desktop-Page with the " Weiter"-Button.As a reference, I have also attached a Screenshot of the Hamburg University with an Android Oreo Button.

Ich habe ein Problem mit dem Installer für die HAW-Hamburg. Die Website generiert nur den installer für die Universität Hamburg.Ich habe es gerade mit der Desktop-Seite probiert und mit der geht es.Der Fehler: Auf der mobilen Seite wird der "Weiter"-Button nicht angezeigt. Weder bei der HAW, noch bei der TU-HH oder der HafenCity-Universität.
Are you still using the CAT 1.1 instance on https://cat.eduroam.de ? The deployment of CAT 2.0 on https://cat.eduroam.org does not have a different mobile start page, it is the exact same as the desktop one.
If you are still using that, please contact your eduroam National Roaming Operator (DFN) for migration instructions.
