Is it possible to have an APK with a build in config for our university? That way we don’t have to let them import the config separately.

No, this is not foreseen. Only a very small minority of users can be bothered to do a manual APK download, so this use case doesn't seem very dominant and we didn't put work into this.

And if you download via Play Store, such customisation is not possible by design.

Practically, two downloads are two clicks instead of one. The downloads can both land on the same filesystem and be imported with just a few more manual clicks using the "Import" menu item.

So the need to download both doesn't seem like a big complication?
