In CAT 1.1 you were indeed able to send one(!) invitation token to
multiple email addresses.

That was actually rather terrible UX wise. The first guy who reacted on
the mail got his IdP, but all subsequent ones were told that the
invitation token is already consumed, while they were very sure that
they did not do anything with it.

One way of fixing this UX problem was to restrict the number of
recipients to one. That was easy :-)

Another way would be to send a distinct invitation our for every mail
address, to which everyone can react in their own pace. They will all
become administrators.

That can be done, but it is rather complex (institutions don't actually
get created in the system until "the" (or now the first) admin responds
to the invitation. But any subsequent ones will now have to be changed
to refer to an existing IdP because the first responder changed the
existence state of the IdP).

I will work on this for beta3, please test that new version specifically
for this new functionality then.

We are thinking of releasing beta3 early November.
