There is a difference between refusing a request and simply not having
something to offer.

Your university is not making use of the eduroam CAT service -
participation in this configuration assistance service is voluntary.

Your university has chosen a commercial solution instead. You can find
the details at

https://www.hw.ac.uk/services/is/it-essentials/wifi.htm

along with instructions for that commercial onboarding service and the
username and password to use.

For further information on the use of this tool and your account status,
you will need to contact the IT personnel in your university.
