I assume that's for some kind of onboarding network (captive portal)?

You need to open more than just this one host for that to work. The
complete list is on the website:

Start page -> About -> About eduroam CAT -> scroll to the end.

We list all those as hostnames; you have to resolve them to IPs
yourself. The reason is that the big players are always behind CDNs and
the IP address I resolve may not be the one you need to open at your place.

That said, the IP addresses of cat.eduroam.org, as per a DNS dig:

cat.eduroam.org is an alias for cat-ams.eduroam.org.
cat-ams.eduroam.org has address 145.100.191.84
cat-ams.eduroam.org has IPv6 address 2001:610:188:450:145:100:191:84
