Your screenshot indicates that you are on a website using the 1.1
version of CAT. That is very probably https://cat.eduroam.de ?
The content of cat.eduroam.de is currently being merged into the main
international instance of CAT on https://cat.eduroam.org which runs CAT
2.0 which in turn supports Android 9 Pie already.
You should inquire with your local IT support in how far they are with
their migration of settings to the new site.
