The usage of "download.php" is an artifact from CAT 1.0 times. It was
replaced by an API call in 1.1 (but kept operational), and even that one
is now superseded by a version 2 of that API. We have now finally
dropped that way of downloading in favour of the API.
The format of UserAPI v2 is:
https://cat.eduroam.org/user/API.php?action=downloadInstaller&api_version=2&lang=en&device=w10&profile=523
You should adapt your URLs accordingly.
