I believe your NRO has extensive information on the migration
instructions and has communicated those to you earlier. The below is my
non-authoritative understanding.

The key issue is that the CAT on cat.eduroam.org does not know the user
identifier you had on cat.eduroam.de. So we were able to import all
settings, but not not the administrator ownership binding.

You need to contact your NRO to get an email one-time invitation token
that binds your new user account on https://cat.eduroam.org to the
institution.

Once you have gone through this process, you have access to your
settings as before, can verify that all is correct, and then set the
"Bereit zum Veröffentlichen" flag again so that end users can download
the installers directly from cat.eduroam.org (we removed the flag during
the conversion process to prevent end user downloads while no one is in
charge of the entry yet).

Your NRO is the owner of the redirect-only institution entries. They can
and do delete the old redirect-only entries at some point during that
re-registration workflow.
