I just tried the download of University of Oxford, macOS High Sierra,
English, and it worked just fine (resulting in a dialog asking me to
save or execute a file with the ending .mobileconfig).

Did you use the Safari browser? Only that one is guaranteed to know what
to do with the .mobileconfig file.

Did you do the download from within a pop-up window just after
connecting to an onboarding network? This is known to be problematic.

Finally, which version of macOS are we talking about?
