Well, this is certainly not what you /should/ be seeing :-)

Did you use the built-in Safari browser? Opening the configuation file
only works reliably in this browser.

Also, were you on a "normal" network or was the config file presented to
you from within the pop-up screen of an onboarding network (called a
captive portal). We know of reports that opening the config file from
the lightweight browser inside captivation does not work.
